Provincial Towns Cup byl založen v roce 1888 a je jednou z nejstarších trofejí v irštině ragbyový svaz.
Samotná trofej byla zakoupena v roce 1892 za 25 liber od společnosti Wests in Dublin a nese název Leinster Junior Challenge Cup.
V roce 1925 Pobočka Leinster z Irský fotbalový odbor v ragby reorganizovala své juniorské soutěže. The Leinster Junior Challenge Cup se stal Pohárem provinčních měst. Jednalo se o vyřazovací soutěž pro juniorské kluby zvenčí Dublin.
